Couple that with the fact that it really is a dumb idea, and it's easy to see why he's against it.

Pretty much the only hope is that they still draft DeShaun Watson the top QB on their draft board even with the Glennon signing and he fairly-miraculously turns out to be awesome.

But that won't happen.

They'll get a stud defender instead and he'll probably be good but they'll be bad.

Far be it from me to defend Pen, but nothing he said indicates that he doesn't think that. If they have a long term injury where just using La Stella to fill in isn't an option, sure, Happ will probably get the call, but if you think Theo and Jed aren't increasingly likely to trade Happ for pitching you just aren't paying attention.

It's going to suck to see him become a star for another team, but the front line starting pitcher he brings back should make up for it.

Despite not being much excitement after the top 3, it's worth noting (from this article on the top 30) that 11 of the top 30 prospects are in Triple-A this year, on a team with no obvious room. 

Seems like we could/should see some of these guys go this year.
