I still think that Canseco just guessed who was likely juicing (didn't take much figure it out, especially for someone juicing as well), threw it in the book and saw what stuck, and made up many of the details.  Even for people as dumb as McGwire etc., why on earth would you (as Conseco claimed) take 'roids right before or after a game in the locker room?

You answered your own question here, it's because McGwire, Canseco, etc. are just that, dumb. Most likely they thought they could do anything they wanted and get away with it.
