I think he's more of the appendix of Desipio.  Yeah, it's here and you're vaguely aware of it, but only if reminded.  The only time anyone notices it is when it ruptures (on Weebs in the video game thread).  Beyond that, though, it's basically useless and offers no redeeming value.

It's almost as if helping states ameliorate crippling deficits in order to help them avoid cutting jobs, spending and services (including services to the unemployed, which just happen to be on the rise) in the middle of a severe recession is a key goal of fiscal stimulus.

A key goal that was gutted by the bipartisan stimulus compromise.

Meanwhile, 48 states are facing budget shortfalls (primarily due to Jennifer Granholm's profligate spending in Michigan, no doubt) which continue to balloon.

Ummm... how about "Jobs Created/Saved as Reported by Federal Contract Recipients."

That's 30,000+ people directly employed under specific federal contracts:
