2.  I don't know about HD video, but it can detect most USB devices, so if you connect that way, it should be fine.  And yes, you can stream audio/video from your PC onto the PS3.  I use my 360 to watch downloaded shows/movies on my TV, but the PS3 works the same way.

How does one obtain such a disc?

I really don't know why. Just to have it there. A friend of mine's Xbox crapped out on him once and he had to send it in for a while. At the very least, I could have netflix still if that happened to me. I guess that's the rationale.

Actually, if I want netflix in my room (since the ps3 and xbox are on the same TV), I just take the box from the living room to the bedroom. I have 2 sets of power and video cables. The set in my room is set up so I can just plug and play.

Do the XBox and PS3 both do Netflix streaming in HD?  Most of the streaming content is SD, but, maybe 10-20% is HD.

The air conditioning was broken on the days in question when that happened.  Otherwise, I keep it on 68 degrees year-round; the landlord covers the electricity.
