Maybe English is his second language.  I'm pretty sure he meant that he thinks his knee is
around 80% strength, but that's an estimate since he hasn't been testing it fully yet so he
doesn't have a lot of empirical data right now.

I've been Cub fan since the early 80s. After all of this time, investment, and heartbreak I can't see myself not watching the Cubs. It's a part of my sports fan life. As usual I'm all in with these guys as they start a new season with the hopes of getting over the hump someday.
