I'm not a whiz at the game so how you'd implement the latter would be something I can't say for sure how you'd do. But with the Mexican goal that was discounted, the possible offsides by Argentina on Sunday, and the possible (even though that's tough to decide for me) offsides by Brazil yesterday, I think it's something that should help the game. Apparently the refs have headsets so someone upstairs can just call down and say "That was a goal, dude." No delay for more than 30 seconds. Hell, the goal celebrations take that much at least.

Absolutely instant replay for both goals and offsides. The technology is there, if they wanted to make a change of call based off of irrefutable evidence that's fine.
Communicate with officials in a replay booth and make the decision quickly.
If an AR misses a blatant offsides such as in the Mexico - Argentina game that means he wasn't in position to make the call. That's inexcusable at this level of play.
Add an extra AR to each side so that you reduce the chance of a far side official being screened as well as increase the chances for being in position on the near side.
Perhaps have the extra AR be responsible for covering just the back line's play.
Add officials behind each goal as well, it's been discussed for years.
Take some of the pressure off of the Referee and let him concentrate on the play around him and then maybe you wouldn't have so many bullshit cards being issued and subsequently reduce the amount of diving and acting.

We don't need replays.  We need uniform governance and standards for officiating to be applied evenly across the board...  even more, we don't need to treat the World Cup like a rec league for officials.  Obscure countries shouldn't  be able to send their officials until they prove they are among the best officials in the world... i.e. officiating in a mid to high level professional league or cutting their teeth in non-tournament friendlies.  Being the best referee from the professional league in Mali or being the highest ranked official in North African international friendlies does not a world class quality ref make.
