We don't need replays.  We need uniform governance and standards for officiating to be applied evenly across the board...  even more, we don't need to treat the World Cup like a rec league for officials.  Obscure countries shouldn't  be able to send their officials until they prove they are among the best officials in the world... i.e. officiating in a mid to high level professional league or cutting their teeth in non-tournament friendlies.  Being the best referee from the professional league in Mali or being the highest ranked official in North African international friendlies does not a world class quality ref make.
