I honestly believe that, just to clear up any confusion there might be as to whether it's a good thing or not, we should introduce twenty lashes for anybody who reaches over a railing in a ballpark.

Isn't the obvious solution to design better outfield walls? One of the beautiful things about Wrigley is that that Basket is the Yellow Line. There's no ambiguity.  No fan can touch the ball without it already being a home run.
