My understanding is that when a guy is dropped, he goes on waivers for 1 day at which point he needs to be bid on if you want him immediately (you still wait the 1 day, but before he hits free agency.)  However, if he goes unclaimed, then he becomes a free agent after 1 day and is free to pick up.  So, the only time you have to use your waiver budget is to pick-up guys on waivers.  There is no cost to pick up free agents.

If you want to take a gamble, you can bid $0 for a guy on waivers, and then if no one else bids, you get him for nothing before he hits free agency.
