Pretty sure that's what happened. I thought it was an excellent way to end that arc. Well done, Office writers. Well done.

Even when this show has a weak or just weird plot--not that we should expect them to go yard every week anyway--it still delivers some laughs.  In addition to the Creed and Jim stuff, Darryl's one scene made up for anything bad in this episode.  I howled when he asked Michael, "What'd I tell you about making forts back here?"

When Meredith went down to join the salespeople's secret meeting, that made me wonder.  What IS her job?  Is she quality control, like Creed?  And what does Kelly do?
